FORM OIR B1-1802 Mitigation Discounts.

The Office of Insurance Regulation (OIR) created the official Report form OIR B1-1802 that is completed by a Professional Engineer or Inspector.

Under 627.711 F.S., after submitting the official form for this type of Inspection by policy holders for the purpose of factoring discounts for wind insurance, the insurance companies shall clearly notify homeowners the availability and the range of each premium discount, credit, other rate differential, or reduction in deductibles, and combinations of discounts, credits, rate differentials, or reductions in deductibles, for properties on which fixtures or construction / technique demonstrated to reduce the amount of loss in a windstorm can be or have been installed or implemented.

Windstorm construction features (roof covering, roof shape, roof deck attachment, roof to wall connections, garage doors, doors and windows opening protection) protect your home from catastrophic wind damage by strengthening your home ability to withstand the uplift, shear and lateral forces associated with a hurricane to the exterior shell of your building.

The Windstorm Mitigation features enhance the vulnerable components of your home protective shell or envelope by fortifying your roof, exterior walls, windows and doors so they will not breach or fail.

40/50/10 Year OLD Building RECERTIFICATION Inspections Broward Homestead Doral Fort Lauderdale Hollywood Pembroke Pines Florida.

The Recertification Inspection of Real Estate property is performed by a Professional Engineer.

40 Year Building Safety Inspection Program Broward County.

In Miami-Dade County the 40 Year Recertification program was established in the mid 1970, and the program calls for elect and structural safety home inspections for buildings 40 years old or older and every ten years thereafter.

One and two family dwellings, U.S Government, Florida buildings, schools under the jurisdiction of the B.C. School Board, and buildings built on Indian Reservations are exempt from this 40-Year Recertification program.

The 40 year Building Safety Inspection Program was created in 2005 and has become effective throughout Broward County in January 2006.

Broward program excludes all buildings under 3,500 SF.

Both Counties have had instances of structural building failures.

By having such a program in effect we are minimizing the possibilities of future building failure and will be better prepared for hurricane wind.

The Real Estate Property required 40-Year Recertification report will state if the building or property under consideration appears to be safe for the specified use and continue occupancy.

AHM is a State of Florida authorized company with Local Business License to offer and perform engineering and inspection services.

The Engineer / architect performing the Inspection (structural and/or electrical inspection) will attest the results to the best of his/her knowledge, belief and professional judgment and based on the conditions observed on the date of the inspection.

Destructive tests will not be performed in the 40-Year Inspection.

40 Year Inspection Report include electrical and structural inspections, level of illumination in the parking lots and compliance with guardrail for parking lots adjacent or abutting a body of water.

Each Forty 40/50 Year Structure Recertification Report must state:

"As a routine matter, and in order to avoid possible misunderstanding, nothing in this Report, attached Minimum Inspection Guideline and our Non-Destructive Observations, should be construed directly, or indirectly, as guaranteed or warranted for any portions of the structure. To the best of my knowledge and ability, this report represents an accurate appraisal of the present condition of the structure, based upon careful evaluation of observed conditions, to the extent reasonably possible."

HOME Inspection

The Miami-Dade County notice of required Recertification is sent to the property owner when the building has been in existing for more than 40 years and every 10 years thereafter and owner has 90 days to submit the report.

Miami-Dade County Single family homes, duplexes, townhouses and other building or structure with an occupant load of ten (10) or less and 2,000 square feet or less are exempted.

Also nonresidential buildings on farms are exempted.

40 Year Certification report is required to be submitted to the local government building official (BO) within 90 days or a notice of code violations might be issued without further notice and building can be reported as unsafe for initiation of condemnation process.

In the event that repairs or modifications are found to be necessary resulting from the Building Report, the owner shall have a total of 180 days from the date of the Building Report, unless otherwise specified by the BO in accordance with Florida Building Code in which to correct the structural and electrical deficiencies that pose an immediate threat to life, health, safety or where failure of a critical component is imminent.

Once the corrections have been completed, a Engineer, or Architect need to re-inspect the areas noted on the original report and shall provide the building owner a signed and sealed letter stating the corrections have all been completed.

The building owner shall submit that 40-Year Inspection letter to the BO.

For deficiencies that cannot be corrected within one hundred eighty days, the time frame may be extended when a time frame is specified by the Engineer of Architect and approved by the BO.

Such extension shall be contingent on maintaining an active building permit as specified in the Code.

Repairs of deficient conditions that are incidental and non-life threatening shall be completed within a time frame as specified by the inspecting Licensed Engineer or Registered Architect and approved by the BO.

All repairs shall be completed in conformance with all applicable Sections of the Florida Existing Code and the National Electrical Code.

You might be liable for a maximum fine of $10,510 and all enforcement costs.

Structure might be vacated and demolish.

In the event of failure of owner to submit the 40 year Report the governing authority shall elect the choice of either a Special Magistrate or Code Enforcement Board as set forth under Florida Statutes to conduct a hearing to address such failure.

In the event an owner fails to comply with repair or modification requirements as determined from the Building Safety Report as set forth herein the structure may be deemed to be unsafe and unfit for occupation. Such findings shall be reviewed by the BO and may be sent to the Special Magistrate, Code Enforcement Board or Unsafe Structures Board, as appropriate.

The 4 Point Inspections are for properties 30 years or older homes that are more vulnerable to loss if systems have not been updated.

This Four Point Home Inspection form includes the minimum data needed to properly evaluate the application for insurance.

The 4 Point Property Inspection consists of a visual survey of the following four primary components: Roof inspection, Electrical system, HVAC (Heat, Ventilation & AC) and Plumbing.

The Insurance Company uses the following criteria to judge the components include: current operating conditions, scheduled maintenance requirements and expected service life.

Certified Inspector should submit photos with each Four-Point Inspection.

Minimum photo requirements that should be submitted to the insurance companies in a 4-Point Inspection:

--Front elevation
--Rear elevation
--Open main electrical panel and interior door
--HVAC heating system (with dated manufacturer’s plate)
--All hazards or deficiencies noted

This 4-Point Inspection may be submitted for a Roof Inspection Condition Certification Form if a minimum of 2 photos of the roof are provided.

This type of Home Inspections must be completed by a South Florida licensed professional.

For the Insurance Company, the following licensed professionals can complete the Home Inspection in its entirety:

--A Professional Engineer.
--A general, residential, or building contractor.
--A building code inspector.
--A registered architect.
--A HI.
--A building code official who is authorized by the State of Florida to verify building code compliance.

Note: A trade contractor may sign off only on their trade component of the Four Point Inspection report (an electrical inspector may sign off only on the electrical portion of the report).

For this Four Point Insurance Inspection, the licensed professionals are required to certify the condition of the roof, electrical, HVAC and plumbing systems.

For the insurance companies, "Acceptable Condition" in this 4 Point Insurance Inspection means that each system is working as intended and there are no visible hazards or deficiencies.

Results

The insurance companies are expecting the condition of the components listed above to be working within the manufacturer’s specifications. They are looking for the four systems to be in generally good working condition and fulfilling their intended function. If the home is an older home, they want to see that the systems have been updated.
